At 9 a.m. on March 5th, the fourth session of the 13th National People’s Congress held an opening meeting in the Great Hall of the People. The first item on the agenda of the meeting was Premier Li Keqiang’s report on the work of the government.

In this year’s report, the content of green development, carbon peaking, carbon neutrality, and vigorous development of new energy will greatly benefit photovoltaics. The highlights are as follows:

Promote green development and promote the harmonious coexistence of man and nature. Adhere to the concept that green waters and green mountains are golden mountains and silver mountains, strengthen the management of landscapes, forests, fields, lakes and grasses, accelerate the construction of important ecological barriers, and build a natural protection system with national parks as the main body. The forest coverage rate reaches 24.1%. Continuously improve the environmental quality and basically eliminate heavily polluted weather and urban black and odorous water bodies. Implement the nationally determined contribution target for climate change in 2030. Accelerate the green transformation of development methods, coordinate the promotion of high-quality economic development and high-level protection of the ecological environment, and reduce energy consumption and carbon dioxide emissions per unit of GDP by 13.5% and 18%, respectively.

Do a solid job of carbon peaking and carbon neutrality. Formulate an action plan for peaking carbon emissions by 2030. Optimize the industrial structure and energy structure. Promote the clean and efficient use of coal, vigorously develop new energy sources, actively and orderly develop nuclear power under the premise of ensuring safety, expand the scope of the corporate income tax preferential list of environmental protection, energy and water saving, and promote the development and application of new energy-saving and environmentally-friendly technologies, equipment and products. Strengthen the energy-saving and environmental protection industry. Accelerate the construction of a national energy rights and carbon emission rights trading market, and improve the dual control system for energy consumption. Implement special financial support policies for green and low-carbon development, and set up carbon emission reduction support tools. As a member of the global village, China will make due contributions to the global response to climate change with practical actions.
